Manassas City Overview
Manassas Circuit Court Family Records
The City of Manassas is an independent city in Virginia's 31st Judicial Circuit, which it shares with Prince William County and the City of Manassas Park. The City of Manassas Circuit Court handles divorce, property division, and spousal support cases filed by Manassas residents. The court is located at the Prince William County courthouse complex in Manassas. The Clerk of Circuit Court keeps all filed documents and makes most records available to the public.
Divorce cases in Manassas follow Chapter 6 of Title 20 of the Virginia Code. Under § 20-91, a no-fault divorce requires continuous separation for one year, or six months if the couple has no minor children and a written separation agreement in place. Fault grounds such as adultery, cruelty, and desertion are also recognized. All divorce filings go into the permanent public case record once accepted by the clerk.
Property division follows § 20-107.3. The court classifies all assets and debts as marital, separate, or hybrid, then divides the marital portion equitably. The 31st Circuit sees a significant number of divorce cases given the dense population of Northern Virginia. Spousal support is governed by § 20-107.1. Courts weigh income disparity, length of marriage, contributions of each spouse, and the standard of living established during the marriage when setting support awards.

J&DR Court: Custody, Support, and Protective Orders
The City of Manassas Juvenile and Domestic Relations District Court handles custody, child support, paternity, and protective order matters for Manassas residents. The court operates under Chapter 11 of Title 16.1 and is located at the same address as the Circuit Court.
Under § 16.1-241, the J&DR Court has exclusive original jurisdiction over custody, visitation, and support petitions that are filed independently of a Circuit Court divorce case. Parents who need a custody or support order without a pending divorce must file a petition in J&DR Court. The court sets legal and physical custody, orders support under the guidelines in § 20-108.2, and issues protective orders when family members are at risk.
Child support is calculated from both parents' gross incomes using the income shares formula in § 20-108.2. The base support amount from the statutory table is split proportionally between the parents. The court can add costs for health insurance and childcare. Deviation from the guidelines requires written findings explaining why the standard amount would be unjust or inappropriate.
Note: Emergency protective orders for family abuse in Manassas are available through the J&DR Court or through the on-duty magistrate at any hour under § 16.1-253.2.

How to Request Manassas Family Court Records
Family court records in Manassas are public under § 17.1-208. You can get them in person at the courthouse on Lee Avenue, by mail, or through the state's online case search. Sealed records and restricted juvenile files cannot be accessed through these channels without a court order.
The Virginia Judicial System's free online tool at eapps.courts.state.va.us lets you search by party name or case number. It shows basic case data including filing date, status, and hearings. It does not give you document copies. For actual records, you need to contact the clerk or go in person.
In-person requests at 9311 Lee Ave give you direct access to case files during business hours. Know at least one party's full name and the year the case was filed. Clerks can pull the file and let you review it. Copy fees follow § 17.1-275. Certified copies require a written request and cost more than plain uncertified copies. Plain copies work fine for most research purposes.
Mail requests to the clerk's office should include the case details, your contact information, and a description of what you need. Ask for a fee estimate if you are not sure of the cost. The office has 30 days to respond under Virginia law, though most requests are handled sooner.
Types of Family Court Records in Manassas
The Manassas Circuit Court clerk keeps a complete record for every divorce case filed in the city. That includes the complaint, financial disclosures, any agreements reached between the parties, orders entered during the case, and the final decree. Contested divorces can have large files. Uncontested cases tend to have just the basic pleadings and the final order.
- Divorce complaints and final decrees
- Property settlement agreements
- Custody and visitation orders
- Child support orders and income withholding notices
- Protective orders under § 16.1-253.2
- Paternity determinations
- Spousal support orders
- Marriage licenses (issued by the Circuit Court clerk)
Adoption proceedings, juvenile delinquency records, and abuse and neglect case files are not public. Access to those restricted records requires a court order showing good cause. If you believe the records you need fall into a restricted category, consult an attorney before filing a request.
Child Custody Standards in Manassas
Custody decisions in Manassas follow the best interests of the child standard under § 20-124.3. Virginia law does not favor either parent. The court decides based on facts about the child's needs and each parent's ability to meet them.
The statutory factors the court must weigh include the child's physical and mental health, the age and condition of each parent, how involved each parent has been in raising the child, each parent's willingness to support the child's bond with the other parent, the child's connections to siblings and extended family, and any history of abuse or neglect. A child's stated preference can be considered depending on the child's maturity and the reliability of the preference.
Joint legal custody is common in Northern Virginia courts when parents can work together. Physical custody arrangements take into account school assignments, commute times, and work schedules, which can be complex in the Manassas area. Section 20-124.4 requires most parents to go through dispute resolution orientation before a contested custody case goes to trial. This step resolves a lot of disputes without a full hearing.
A parent who plans to move with a child must give the other parent at least 30 days' written notice under § 20-124.5. Failing to give notice is a factor courts can use in deciding whether to change the existing custody arrangement.
Child Support Enforcement in Manassas
Virginia's Division of Child Support Enforcement (DCSE) serves Manassas residents through the statewide support program. DCSE can establish paternity, get an administrative support order under § 63.2-1903, set up wage withholding, and enforce orders through tax intercepts, license suspensions, and credit reporting for unpaid support.
Manassas residents can contact the Prince William County Department of Social Services for local assistance with child support cases, even though Manassas is an independent city. DCSE services are available to any parent regardless of income. Interstate child support matters are handled under the Uniform Interstate Family Support Act as adopted in Chapter 5.3 of Title 20.
Virginia Vital Records for Manassas
Marriage licenses in Manassas are issued by the Circuit Court clerk under § 20-14. Licenses are valid for 60 days from the date of issue. After the ceremony, the officiant files the signed license with the clerk. The clerk preserves the original and can issue certified copies on request. Certified marriage records are also available from the Virginia Department of Health Vital Records office in Richmond.
The Vital Records office maintains a statewide divorce index and can issue certified divorce certificates for legal purposes like name changes or passport applications. This is useful if you need proof of divorce but cannot travel to the Manassas courthouse. Vital Records charges a fee for certified copies and is separate from the courts.
