J&DR Court: Custody, Support, and Protective Orders
The Caroline County Juvenile and Domestic Relations District Court shares the Bowling Green courthouse with the Circuit Court. The J&DR Court handles custody petitions, visitation disputes, child support orders, paternity actions, juvenile matters, and family abuse protective orders. Most family cases that do not involve divorce begin in the J&DR Court.
The J&DR Court's authority comes from Chapter 11 of Title 16.1. Under § 16.1-241, the J&DR Court has exclusive original jurisdiction over custody and support matters not already part of an active Circuit Court case. Parents who need a custody or support order without filing for divorce must start in the J&DR Court.
Support amounts in Caroline County are set using the guidelines in § 20-108.2. Both parents' gross incomes go into the calculation, along with the custody arrangement and the number of children. Judges can deviate from the guidelines only by making written findings explaining why the guideline amount would be unjust in that particular case.

Tell the clerk the full name of at least one party and the approximate filing year. The clerk will pull the file and make copies on request. Under § 17.1-275, copy fees cannot exceed the actual cost of duplication. Certified copies cost more and require a written request specifying which documents you need.

If a parent wants to relocate with the child, § 20-124.5 requires 30 days of written advance notice to the other parent. Courts treat relocations that happen without proper notice as potential grounds for a custody modification.
